So, log in and select LAYOUT.
Hit EDIT on the Add and Arrange Page Elements header bit.
Hit browse from either your computer or the web (having selected a nice picture in advance, long thin ones seem to work better) and don't forget to select the "shrink to fit" option or you'll end up with something HUGE.
Bingo, hit save and there you go.

I played with this last evening and I got it to work!
But I ended up reverting to the old set up, because I didn't like the photo I chose.
Back to the drawing board for me.
But I wanted you to know your directions were spang on!
